Job description

The post-holder is responsible for providing Sourcing management and support to ensure outputs are delivered effectively.

The post holder will take a lead on specific Shared Services objectives  or aspects of a project. With responsibility for day-to-day delivery, and subsequent performance management, adjusting plans as required to ensure that risks and issues are mitigated.

The post holder will work with external stakeholders and organisations to ensure provision of the best possible patient experience and service delivery.

The post holder will work collaboratively with internal and external stakeholders to ensure effective management of interdependencies and delivery of objectives.

It is expected that the specific projects managed by the post holder will change over time as the portfolio of work changes.

Main duties of the job

Shared Services Management

- Support the development of Shared Services across Southeast London.

- Provide project management expertise to the individuals in the project team and ensure that the leads have clear responsibilities, priorities, timescales and track delivery.

- Organise project meetings, ensuring that regular meetings are established, reports are produced and disseminated in a timely way and actions are followed up.

- Lead service level workshops with Internal Stackholders and Suppliers  Produce presentation material and follow up information to introduce KPIs  and delivery plans.

- Communicate information on the delivery progress of the Shared Service  to key stakeholders as required.

- Provide scheduled highlight and exception reports per project, tracking milestones, for circulation to more senior project leads

- Identify risks and support actions to mitigate these in order to ensure successful delivery to time, cost and quality.

- Use appropriate Procurement and sourcing  practices in order to deliver the service.

Detailed job description and main responsibilities

The post holder will have regular contact with a wide range of clinical and managerial staff, administrative and clerical support staff at many levels internally within the Trust and across the Shared services portfolio of external organisation stakeholder groups and Suppliers.

Person specification

Qualifications

Essential criteria
  • • Recognised continuing professional development at an advanced level.
  • • Strong understanding of the various levers of unlocking value from procurement and supply chain, such as sourcing, tendering, demand management, standardisation and contract management.
  • • Understanding of the EU Directives and Public Contract Regulations, NHS standard terms and conditions of contracts and sound knowledge of contract law.
  • • Advanced IT skills including knowledge of specialist software for contract management, electronic catalogue and e-procurement systems to ensure efficient use of procurement enablement technologies (e.g. e-auctions).
Desirable criteria
  • Specialist commercial / NHS experience and knowledge in Procurement.
  • Working knowledge of the NHS / Public sector
  • Member of the Chartered Institute of Purchasing and Supply.

Experience

Essential criteria
  • Evidence of delivering complex projects.
  • Evidence of category management and tendering experience.
  • Experience of managing outsourcing and outsourced contracts.
  • Understanding of the strategic direction of procurement in the NHS and other business sectors
Desirable criteria
  • Experience of working within the NHS and an understanding of current issues

Knowledge & Achievements

Essential criteria
  • Excellent persuasion, influencing and conflict resolution skills.
  • Excellent written and oral communications and interpersonal skills.
  • Able to successfully lead procurement processes and facilitate meetings and forums of subject matter experts to successfully conclude tender process
  • IT literate and skilled in evaluation, analysis and reporting.
