HMP Five Wells in Wellingborough represents a new standard for the future of prison design, incorporating innovative architecture and cutting-edge technology. As the UK’s first purpose-built, new resettlement Prison, opened in 2022, it stands as a unique model for category C prisons and has seamlessly integrated into the local community.

G4S Care & Rehabilitation Services (CaRS) boasts a successful track record managing four prisons, a secure training centre, and numerous community contracts across England and Wales. Our core philosophy centres on rehabilitating offenders, equipping them with the necessary skills to reintegrate into society upon release. We strive to create a prison environment that mirrors life outside, fostering a sense of normalcy as far as possible. Our overarching aim is to cultivate a safe and secure environment for both staff and prisoners.

 

About the Role

HMP Five Wells is a large, dynamic, complex, and demanding environment. The successful candidate must be resilient, innovative, passionate, and work collaboratively, aligning with the Director's vision of establishing HMP Five Wells as a centre of excellence through embedded best practices within a unified Leadership Team.

Reporting to the Prison Director, as Head of FM, you will be responsible for the delivery and management of all FM service delivery at HMP Five Wells. Responsible for meeting all statutory, mandatory and maintenance requirements in line with the Authority established baselines and contractual obligations within the approved financial parameters.

You will also be responsible for the recruitment, training and ongoing support to the onsite FM team; compliance with extant legislation regarding Health and Safety at Work.

Some of the key responsibilities of this role are:

Operational delivery of all Property and Facilities Management Services, ensuring that the services are delivered in accordance with all contractual obligations, standards & legislation, company policies and procedures.

Management of risks identified within the contract and associated performance standards and specifications, including where appropriate, whole life costs.

Management of the lifecycle process. Responsible for the life cycle model; including liaison with stakeholders to identify capital equipment replacement in order to minimise both operational and commercial risks.

Management of the defects process.

Company Representative at Client Liaison Meetings.

Develop and maintain effective communication and good working relationships with all stakeholder parties and resolution of all issues arising where the risks reside with G4S.

Identify account development and/or improvement opportunities where achievable, whilst minimising risks to contract financial performance.

Induct, coach, support and motivate employees in order to develop and improve their performance in order to meet customer, commercial and contractual requirements. To ensure commitment to inclusivity and the maintenance of appropriate behaviour and conduct in line with Group Minimum Standards.

Develop and manage the budget/forecast for own area of responsibility, ensuring that identified financial targets are achieved whilst meeting all contractual/commercial requirements, ensuring that company assets are successfully maintained according to schedules throughout the whole life of the contract.

Successful delivery of all contracted services to the required standards as set out in the contract, providing a single point of contract management responsibility.

Maintain an absolute focus on Health and Safety at all times ensuring a safe working environment by compliance with Health and Safety Legislation, Client and G4S internal H&S and compliance procedures

Oversee processes for monitoring hours required and work undertaken to ensure that specifications are met and staff are appropriately rewarded in line with budget targets.

Monitor subcontracted services ensuring they meet contractual and statutory requirements.

Support Sustainability objectives within budget constraints.

Management of people issues (with support from HR representatives) including recruitment, employee relations, staff development, and absence management.

Responsible for FM matters at trading reviews including the provision of monthly reports on performance and spend to ensure full oversight of compliance against baselines are delivered within budgetary guidelines.

 

About You

As a requirement of the role, you must be able to demonstrate that you have the following professional qualifications/experience:

Experienced in building services maintenance

Hold, or attain, an appropriate FM/Engineering qualification

A Health & Safety qualification

Working knowledge of H&S legislation and management in the application of FM Services

Experience of in-house and outsourced estates management service delivery, ensuring compliance.

Experience of managing complex FM contracts

To excel in this role, you must be a dynamic and engaging individual with significant experience in a similar position, possessing strong knowledge and understanding of current legislation.
