Job description

The principle responsibilities of the post are to take a proactive role in supporting the Head, Deputy Head of Procurement and Senior Procurement Managers (SPMs) in implementing the Trust's Procurement Strategy and Procurement Transformation Plan, to work with the SPM for the Clinical category to devise and implement a Clinical Procurement workplan as well as the compliant procurement of all clinical goods and services as required.

The ideal candidate should enjoy working as part of a team, be motivated, keen to learn, able to influence, conduct strategic negotiations, have excellent inter-personnel skills and the ability to communicate clearly and effectively at all levels.

The candidate must also be results orientated and able to identify further opportunities to support departments and increase contract coverage and compliance throughout the Trust.

Main duties of the job

The Procurement Manager for Clinical will support the Senior Procurement team in ensuring compliance with the Public Contracts Regulations and Standing Financial Instructions, securing Value for Money, and achieving financial savings through tendering, supply chain optimisation and supplier relationship management.

The Procurement Manager Clinical will support the Senior Procurement Manager on all day-to-day clinical procurement activities in the Trust. The post holder will ensure that all procurement regulations, rules, policies, and procedures are complied with and that all stakeholders are engaged in procurement processes.

The Procurement Manager will assist the Senior Procurement Manger with line management responsibility for the Clinical team and will be expected to support the Procurement Team at large (Maintenance Buyer, Capital Buyer, Supply Chain Manager, Buying team, the Receipt & Distribution Team, and the Materials Management Team etc) as needed

The individual will have excellent knowledge of the Public Contracts Regulations and have a good working knowledge of Contract Law and other applicable laws pertaining to the procurement of goods and services in the public sector in general and the NHS.

The Procurement Manager will support theSenior Procurement team (or leads) with the implementation of the Procurement Strategy for all non-pay expenditure

Ensuring that a cost-effective purchasing work programme is developed and maintained

Supporting CBU colleagues and the Senior Procurement Managers (SPMs) in improvement of patient care initiatives and innovations. Assist in the delivery of the Trusts Procurement Strategy and Procurement Transformation Plan in line with the Public Contract Regulations, Trusts SO and SFIs, Departmental Policies and Procedures, NHS England and Improvement and CQC.

To maintain the highest possible standard of integrity in all relationships with all internal customers, outside organisations and suppliers

Person Specification

Qualifications

Essential

  • Educated to degree level *
  • Member of (or working towards) the Chartered Institute of Purchasing and Supply (CIPS), or NVQ Level 4 qualified

Experience

Essential

  • Understanding of procurement in large complex organisations including the full supply chain aspects of demand management, sourcing and purchasing,
  • Experience of end-to-end tendering and contracting of procurement processes
  • Procurement managerial experience with demonstrable achievements
  • Proven experience of strategic sourcing projects, tendering and procurement processes
  • Recent Supplier Relationship Management experience

Desirable

  • experience of NHS Procurement and clinical experience
  • Experience of procuring clinical consumables through the NHS Supply Chain operating model
  • Experience of material management and delivery and distribution
  • Experience of interpreting and applying the Public Contracts Regulations
  • Project management experience of high value (£500K-£Ms) service contracts and outsourcing projects
  • Understanding Purchase 2 Pay (P2P) and invoice processes

Skills

Essential

  • Ability to prepare, analyse and interpret financial data using appropriate IT systems and software

Desirable

  • Ability to work collaboratively with external organisations

Knowledge

Essential

  • Understanding of Information Governance and Confidentiality
  • Competent use of commercial procurement and finance packages such as Oracle, GHX and e-tendering systems (e.g. Delta, Atamis)

Desirable

  • Knowledge of the Health Sector and Public Sector Procurement
  • Non-Medical product knowledge and understanding of the supply market dynamics
